The Library serves residents of Mercer and Millersburg Townships.

• All adult Library District residents, upon application, will be issued a library card.
• Children 7 and older are able to get cards with permission of parent/guardian.
• Those who display a tax receipt for property within Mercer and Millersburg Townships may receive a resident card without charge. 
• Any family not residing in Mercer and Millersburg Townships and doesn’t belong to a library district (non-resident) may be issued a library card upon payment of a fee of $75.00. Such cards are valid for one year. 
• A non-resident student may be issued a card, without payment of fee.​ "Student", for purposes of this section, means an individual currently enrolled in a public or nonprofit private school (K-12) who does not have his or her principal residence within a public library service area.
• The non-resident fee shall not apply to veterans with a service-connected disability of at least 70% and who are exempt from paying property taxes on their primary residence in compliance with the Disabled Veterans’ Standard Homestead Exemption [35 ILCS 200/15-169]
